I need to have shell access

Putty is giving me this message:

"Shell access is not enabled on your account!
If you need shell access please contact support."

Can I get shell access?

Not on free hosting; shell's disabled for security reasons.

If you're on paid I think it can be enabled at request,a nd if you're on VPS it's on by default since that's how you'd manage the vps.
