sorry for my bad english, but i want unlocked account. I meet all requeriments. If i dont meet all the requeriments, do i need?

You're currently short on the disk requirement; once your account is over 500mb in use (you're not even at 100mb yet), you can request the upgrade. Near as I can tell you meet all the other requirements.
