Im not sure why my site is literally broken?

Im not sure if theres any better way to word this question... While it actually can be reached/loads, nothing actually loads properly and it is completely broken. In the site editor and site editor preview it looks 100% fine as it should, but even after publishing, deleting it completely and reuploading it several times, it still looks completely broken. By broken I literally mean broken, half the site elements wont load, theres no background, everything is in default black font, and in a dot-jot list form, half of the elements are not clickable, the navigation bar are all default blue links, and clicking on them brings a 404... Its literally broken for some reason and im not sure why. Its been this way for almost 2 weeks now. Any idea why this is, and how I can fix it?

Look in File Manager, find the file named .htaccess and edit it. Simply add the following at the bottom and save it.

RewriteBase /

Well... That seemed to work, thanks. Though I wonder why this one line was so needed, I assume it just completely refreshes or rewrites the base framework elements or something, but I wonder why it was needed.
