Installation of a Perl based Blog Movable Type

Hi, sorry to bother you guys again. I have not been able to succesfully install the Perl blog software, Movable Type. I have installed it on other hosts before without a problem. I have already chmod my files, but it seems that it still does not work. Please assist.
