What server are you on? I'm on lotus and everything's working fine.
Maybe this is a chopin wide problem?
I would say wait a bit incase the mods are in the middle of fixing this now and then if the problem still persists, submit a ticket.

hi zen-r no all seems fixd now i did note thow just be for this hapend that the chopin server was going a bit slow then cpanel went then ftp was up and down to http was slow but dident go down but as i sed it seems fixd now hope evry one has thers fixd soon as well

Even though this started out about CHOPIN, the following may help.(possibly related)
It appeared this morning that both Stoli and Lotus, were both kicking off the same cPanel errors, and that both servers were not cooperating with their users. I've seen this for several morning in a row, and seen complaints from both, buit not really any others. I'm not really sure that the mesage is getting to the right people, or that it hasn't been "missed". I've seen several explinations, but the problem still reoccurs.
Most of the time, LOTUS is back, within a few minutes, but seems to overload easily, and bottleneck, causing it to overload. I doubt this helps, but if it helps at all... good.
(I try not to start tickets anymore, because the "problem" is usually gone before "Submit" is pressed... and support appears to be not-so-happy when they look into it, and find nothing happening at that moment)
If you are reporting a problem, and have ALREADY searched the forums for any new/recent activity about your SERVER, Check "News and Announcements", AND "Free Hosting";
Make sure to include the following information ALWAYS!
Server Name (the server you are using, as listed in your account panel)
The NAME of your account (or domain)
The TIME the error occured (or is occuring)
Any ERROR you may have seen.

Im having this issue too 10% of the try's i finally get logged on cPanel
i think its a cPanel bug, and let not hope cPanel needs to get reinstalled
