IP Blocked possibly

So I just recently signed up for X10hosting and was int the process of trying to set up my website. I now can not access my CPanel or website from this computer. II called a friend who was able to access it from where he was without problem. He said that the problem is most likely that my IP was blocked. Is there something I can do to get that unblocked?

Just a little more info, My website is hosted on the server Level, which I know had couple issues with IP addresses being blocked a couple days ago.
