IP Deny Manager Not Working?

.Since Feb 11th my site's been visited by anonymizeme.pro at increasing frequency -- now it's once/day or more. I've put their IP 79.137.85.189 into IP Deny Manager to no effect. Link resolves to a website "whiteask.com", where any search forewards to linkzcloud, a survey locker.

Probably harmless, but annoying...and, it would be nice if IP Deny would block it ;-)

There is solid way of doing the blocking but it requires (creating and) editing a file rather than using an interface on cPanel.

Would editing the .htaccess file provide that "solid way" of blocking, or is another file required?
