For some reason, my school or college is blocked by IP from viewing my web site. This is rediculous, i can access from home, and can access through a proxy. Can i change this, or is this managed by the server /admin?

Is your school blocking your website? This would be the first question.
Second is your school in the same country as your home.
Did you block the IP in your cPanel.

Mostly because your school is blocking the website, the IP is shared if one of the x10 site gets ban the whole server will get ban(There is a lot of server with different IP).

Nope, school not blocking - certainly not reason to.

Its actually a http refusal of connection errror
Yes, of course my school is in the same country as my home!
And no, i double checkked.

I can't say anything more, just use support function and give them the school IP address.

Yes school is not blocking your site but what about others site in x10. Don't forget that?
