IPB Databse Restore Help

I had to downgrade IPB from 2.3.1 to 2.2.2 and I have my backup in .sql file. Now how can I connect my old database to the IPB? Ive also had skins installed on my previous version - would that matter?

I don't really understand what you want. You can import a .sql file via PhpMyAdmin.
If you've a .sql of 2.3.1 version I don't know if it would be compatible with an older version, in this case 2.2.2. You should ask in the IPB forums.
