Am I allowed to run an IRC chat client applet on my site? I will be running an irc server on another computer.

In a word: Yes.
In more than one: Yes, because the server itself isn't running on x10hosting, and if it's a chat applet (as in java applet), the script doesn't actually run on x10hosting. It'd download to the viewer and run there, thus avoiding high resource usage suspensions cause it wouldn't be running on us
