Is Algeria blocked in x10hosting.com ??

Hello,

I've tried to create a free webhosting account, but I've got an error message saying that " .... we currently block requests frome your country".

My objectif is to host a web site for a comunity of students who are originated from the south of Algeria.

The web site will be bilingual : French and (I must say it !!) Arabic.

Please can I have an explanation for this issue ?
