Is mod_rewrite is enabled fro web server?

I would like to know whether the mod_rewrite is enabled for webserver as im facing issues in loading the css files. Also please tell me where can i find httpd.conf file. Please help me out.

mod_rewrite is enabled on all free servers.
You will not, however, have access to the httpd.conf file on a free server, you would need to purchase a VPS to do so.

You should be able to do what you want via a .htaccess file instead of httpd.conf

i changed the permission for .htaccess files and its working fine now.
