Is my IP blocked?

I recently have a issue that I can't login to my cPanel or view my page:

hero080.x10hosting.com


However, this happens
1. after I failed login with ftp account, i.e. it was OK before, which means my firewall settings should be fine.
2. only at my home, i.e. I can access it at school (with the same laptop).

So if you check the link above and find you be able to view my page, then my logic is right, my IP get blocked. Anything I (or some support staff) can do to unblock it?

one other possibility that I can check is in my computer, the link above is resolved as [69.175.120.10], if any of you get a different IP then it could be a DNS problem of me.

Now I'm nearly 100% sure that my IP is blocked.
I'm now at school and the ping from here resolved hero080.x10hosting.com to be the same IP address, therefore excluding the possibility of a DNS problem. Since everything is perfectly fine here in school, the only explanation is that my home IP get blocked.
I think resetting my router and modem could change my ATT DSL IP. However, I want to know what action could possibly get my IP blocked. The only thing in my mind now is using ftp. But what settings should I apply to my ftp software(Ultraedit) in order to prevent getting blocked?
