Because I am not getting any emails, and upon checking the error log, there is no error that indicates that it tried and failed. So that means it isn't even doing anything.I don't think that SSL will work, but you can try it.
How do you know it isn't attempting to send using the regular settings?

Looks like this is your problem. The settings work correctly with SMTP set to NO but mail() is blocked right now. Looks like you have to submit a ticket
