In the TOS it says

»Anime : Copyrighted anime is not allowed on our servers. This includes variations of anime including manga, hentai etc. Also inlcudes any sites which provide links to information about such material. If you created the material yourself, you may host the content on your site.

Does that mean I can't make a fan site for an Anime? Because I want to make a Dragon Ball Z site.

That means you can host anime but It has to be yours, unless you have permission for others.

you can discuss animes, but not put illegal copies/episodes on your server. like we discuss games here, you can do something like that, no illegal items or i believe no links to any illegal download sites.
