My personal reading on it would be no, but not for the same reasons as above. You would be held responsible for all content that it would be linking/redirecting to, which in the past has caught quite a few "link shorteners" as they were used to link to illegal material, which would be against our Terms of Service.
That said, it's also a strong case for proxy, and the software itself may have been stolen - there's a lot of non-free "clone" scripts, and if the script itself is warez, that'd be a big problem.
