I 'see' my x10hosting's free-hosting server [ xo3 ] as down at the Internet - HTTP port 80 - and no login to cPanel - for about the last five (5) hours

my browser throws a time-out to load error

cPanel login throws --> "Your request is taking longer than usual to process"
then loops back to --> "Sign in complete! Redirecting to the control panel"

EDIT - at about 15:26 2015-02-03 UTC - [ xo3 ] is back up
