ISP has been blocked due to frequent abuse

I keep encountering this error every time I try to log into my account:

Your ISP (Internet Service Provider) or current connection has been blocked due to frequent abuse. If you are connecting via a network proxy, VPN, or Tor, please disable the service, sign-out, and then sign-in again.

What gives about this? The IP address is that of a Denver Public Library, which access the internet through the City's backbone. So why is it being blocked? The current IP that I have at this moment (108.171.133.161) is not listed as being blocked on https://www.whatismyip.com/blacklist-check/ . So I do not understand why I can not log into my account?

I have already sent an email to support days ago. And I have not received a response from any of the support staff. Nor have I even received an automated response stating that it was received

I do most of my work while at the local library. And as such I access my account from there as well. So, this needs to be fixed.
