Just Started And Need Help With cPanel

Hi, I recieved an email once I had created my account a day ago (22/11/08) which said this;

So I have clicked on the http://x10hosting.com/account link which worked but then I clicked on the http://kml.pcriot.com:2082 link but nothing happened! How can I even show my site and put It up?

I have the following software:

• Dreamweaver CS3
• Windows Vista
• Firefox and IE browsers
• The ability to download any software which is free to help sort this out.

I understand this probably is a really noobish question but I really need help. I have looked at some of the other topics like this but they dont really have an answer or one that applies to me.
