I'm not sure where the specific thread is that guides you through this, but the process is pretty simple.

First, add your website's URL to Google's crawl list by filling out this form and submitting it:

http://www.google.com/addurl/

Then, get other websites to link to your website so you get linkbacks and slowly progress higher up in the search results.
