Yes, Dutch is not English, Spanish, or French.

Please implement a translation service (like Google Translate at http://translate.google.com) into your website so we are able to easily view your website into English. Your account will not be suspended as long as an English translation is present.

No, because your home page is in English already anyway.

Did you try using the tool that you can put in your website so every page can be translated on the spot?

You should be able to edit some code and CSS to make it fit nicely inside the left sidebar of your website, or somewhere where it doesn't disrupt your main website.
