i can't access my cpanel ,
i also forgot my security qustion?

Seeing as you can remember your forum username and password, you can go to the cPanel password reset section of your account panel and reset it there.

That does require the user to actually know his security question which he says he don't.

I have reset your security question, you should be asked to set it to a new one when you login to the account panel next time. After you have done so you can change your cPanel password there.
