Mad FTP Problems

I've been having a lot of problems accessing my site through FileZilla. I've tried changing everything I can think of in terms of settings. When I try to go in through port 21, I get

Status: Resolving address of ftp.interfaithchildrensfestival.x10.mx
Status: Connecting to 69.175.6.94:21...
Status: Connection established, waiting for welcome message...
Error: Could not connect to server

When I try to go in through port 22, it's:

Status: Connecting to ftp.interfaithchildrensfestival.x10.mx...
Response: fzSftp started
Command: open "kevin@interfaithchildrensfestival.x10.mx@ftp.interfaithchildrensfestival.x10.mx" 22
Command: Pass: ************
Error: Authentication failed.
Error: Critical error
Error: Could not connect to server

I really have no clue what could be causing this. I've tried old an new passwords. I've used the settings as instructed through cPanel. I've tried turning my firewall off. Nothing seems to work. What do I need to do?

It seems that fris is experiencing some heavy load. Please try again later on port 21 (22 is something else).

I'm now getting a new error:

Resolving address of ftp.interfaithchildrensfestival.x10.mx
Status: Connecting to 69.175.6.94:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error: Could not connect to server

Do I still need to wait for activity to go down? How long of a wait should I expect? I need to be able to work on this site for the organization I am a part of.
