Mail Disabled

Hi i am hosting a MMOG, and when i try to use the sendmail.php file:
http://gamestalk.co.cc/clubzobbies/sendmail.php
I get an error: Mail() has been disabled for security reasons.
Why is this?

In other words, for those of you who don't want to follow that link, it just says that as soon as the server moving is all done, these mail functions and several others that are temporarily unavailable will be back again.
