mail() doesn't work

I am on stoli, I have PHP 5.2.5 - Intermediate Ver.
Mail server is on, however, when I try to send mail, I get no errors or warning, but there are no emails sent. My emails accounts work, I send and received email to and from other people using the webmail feature.

Exim (which manages mail sending) is down on Stoli at the moment, which is probably why your e-mails are not being sent.
I'll contact an Admin and see if they can get Exim back online.

Well, I could send emails to myself using the webmail...

Exim is not responsible for receiving emails.
I started it back up.

Well now Apache is down, but Exim is still down on the server status page...

Stoli is back up, but exim is still down...
