mail() function is not working

I cant send email with PHP. When I use incorrect data (wrong email address) I receive error message but when the data is correct noting is sent.

1. Hotmail bounces the mails back, which you should be able to read via SquirrelMail, etc.
2. Others shove the mail into Spam folders. This, and #1 is due to history of abuse by some members.
3. Check your headers. The content-type should be text/plain , not text/html

None of this is the reason for my problem. I tried to send message to several different mail services but it doesn't appear anywhere. The content-type is exactly as you said, Spam folders are absolutely empty and I don't use hotmail.
