Mail() function troubles

I wanted to make and send simple emails through my website, but the mail() function does not work. I have heard that I need to edit the php.ini files, but I cannot access them as I am a free member.

the only editable area for php that i know of is the php options
although i dont see a mail() function

maybe someone knows of a workaround for this.
id suggest waiting for a reply from staff on this,
a reply may take a few days,
