Message if HTTP down

The other day, Apache of Cossacks was down and I was wondering if there was anyway that a page explaining the server outage could be sent to the user?

I don't know if it's possible or not, but maybe the DNS server could check if Apache was up, and return an IP respectively?

It would be nice to be able to do that. But it would not be wise. First off if a server was having a bad day your email would be sent spam all day. So it's easier to either have staff notice the server is down or have someone that is on a server that is down, come to the forums and make a quick post saying so.

As the Staff are usually doing several other things and don't always catch a server being down.
