SO if I get a payed plan you will not ban me for useing to may system resources? do all plans alow this also what one would have the least lag

Those plans are on seperate servers. Since there all based on the same server, the lag would be the same.

Our paid services don't have resource monitoring scripts, the only way we'll suspend you is if your about to crash the server which is very hard too do.

You'll also notice an increase in speed, as a lot less users are hosted per paid server than free.
