Since there was no hope for a suspended account to be activated again
Is it possible to delete my account or that you tell me how can I create a new account because every time I try to create a new account tells me it can not create an account from Egypt

Your account will be automatically deleted sometime after at least 14 days have past - could be longer.
Users are only allowed to have one free hosting account so you will have to wait until the current account is fully terminated before attempting to sign up for a new free hosting account.

Actually bigger problem here; I just checked the December Updates post in News/Announcements. Egypt was blocked from being able to sign up due to continued abuse. Basically, the list of blocked countries currently accounts for almost -all- of our Warez and Phishing and Scamming and Spamming suspensions (basically everything we don't allow users to come back from). To put it lightly, we were getting tired of dealing with it, so we blocked all the countries that the overwealming majority of the abuse was coming from. Egypt was in that list.

Given that your site was suspended for a phishing page, you weren't helping the case for Egypt much either. Now that Egypt's blocked, you won't be able to get back into x10hosting for some time - we can't force create accounts, and there's currently no application process for a user in a blocked country to sign up.
