my site is now on lotusold and is not available. Lost files whatever. Please reset

I posted this before and it is marked resolved and closed with no reply so I'll try again. Please help me out. How do I get this resolved?

I've been told my site files are lost. I don't care. I still have them locally. Can you just set me up with a blank page and account and let me rebuild it? Or fix it. I can't get into Cpanel so there is nothing I can do.
