Umm, I think something is wrong with the entire free server. I don't know if this has anything to do with the restarting but I'm really mad. All my stuff is gone and it's going to be hard to get back. Please respond if you know anything.

Yes when the server reset something happened to the files/folder perrmisions

If you have a forum software that can be redownloaded, go to cPanel > MySQL Databases > PHPMyAdmin, and then backup mysql from there.

For the files i cant tell ya what to do
