Hello,
Websites are deleted if your account is suspended for longer than 14 days. If you can remember your cpanel username, I can check if this was the case.
Either way, you can sign up for a new hosting account by logging into your account panel with your email address and password and following the links to sign up again. If you receive an error message about your country being blocked, then there is unfortunately no way for you to create a new account at this time.
