My website is not available

My website is not available from today. I get a message:
Fatal error: Out of memory (allocated 3932160) (tried to allocate 71 bytes) in /home/popwiz/public_html/store/libraries/joomla/registry/format/ini.php on line 106

What can I do?

And one more strange thing: when I am logged in to my Account Panel, my website is available.
