my website not opning what to do?

hi iam using x10 free hosting and when i call my website using web browser (tryed all) my website not opening... always says

The connection has timed out

The server at submitaction.com is taking too long to respond.

for open my website i have to refresh many time then website open what is the Problem i am using word-press with paid domain please check http://submitaction.com/
