MyBB: Error when editing a specific user

When editing a specific user on my forum, I get a 403 error when accessing /admin/index.php. This should not happen as index.php is set to CHMOD 644. mod_security is disabled on the server. Oddly, this only happens when editing a certain user. If I edit any other user, I get no error and the edit completes successfully. Also, attempting to create a database backup gives me a 503 error.

x10hosting runs [ ModSecurity 2 ] on the free-hosting servers - which ignores any and all attempts to modify/disable rules in the file [ .htaccess ]

My understanding is that there was a recent update to mod_security rules which is causing this issue for many people. They're working on it.
