MySQL connection error

I get this from my own PHP script : Warning: mysql_connect() [function.mysql-connect]: Host 'lotus.x10hosting.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts' in /home/jbell/public_html/dev/nowplaying/inc/common.inc.php on line 48
Cannot connect to mysql. Check your configuration.

Neither PHPMyAdmin nor CPanel's "Mysql Databases" util can connect to Mysql.
