MySQL connections

This is not a "do you allow remote MySQL connections" thread, I know you don't already unless you have a payed account. What I'm asking is: do you allow connections to MySQL databases at other hosts? I've tried about three or four hosts, and every time my site has said Can't connect to MySQL server on 'hostimusing'.
I was wondering if this is part of x10's coding or it's just an error with all four of the places I have tried.

I don't believe x10hosting allows custom hosts it only allows localhost and i think 0.0.0.0 or something, i'm not completely sure but i don't think.
