MySQL credentials and administration

I need to push sites to my server, and do other administrative work. I will need the facility to create accounts for the purposes of FTPing or otherwise sending files to the Web Server. I will also need to administer the MySQL account, root user name and password will therefore be required.
I don't see where this documentation is available. I do see a link to cPanel; wonderful tool and something I would really want to use, but those credentials would be needed.
1) Apache user name and credentials?
2) MySQL root user and password?

Login to Cpanel. There you can create your MYSQL DATABASE AND MYSQL USER.
Then start using phpmyadmin.there is no need of apache user name.

I am getting this error when I try to access cPanel
"[a fatal error or timeout occurred while processing this directive]"
