mysql database upload request

I want to upload my mysql database to the server. I made my account on 6/5/2010. I have uploaded few files in that site which is written in PHP.
Now when i am trying to open the website, it is giving an error message that "connection failed".
Can you help me to upload my mysql database to the server with all the steps.

Did you create Dbuser and database from Cpanel.If not create it .then go to PHPMYADMIN and use IMPORT feature to restore database

No, I didn't create Dbuser and database. actually I am not able to open the Cpanel, it has some problem.

Can you tell me how to go to PHPMYADMIN and later on IMPORT feature to restoree database?

I am new, and i don't know how to do all these things.

Is this phpmyadmin is same as we use in our localserver or it is different.
If there is some link to open this PHPMYADMIN, then please tell me about that.

yes PHPMYADMIN is same as on local server.Your Cpanel link https://absolut.x10hosting.com:2083/
You get phpmyadmin only thru Cpanel

To upload files use your file manager in the cPanel or else get a FTP program and be sure to upload the files to public_html

Or else when you make your mysql database be sure to link the user and the database with all privdglges
