A function of my forum is throwing a "Error 28 from database" indicating that there is no room to write. Given than I'm nowhere near the allotted storage limits I'm assuming that I'm using a shared MySQL install and the user-load has filled the allocated space. Is this accurate, and if so, is there any way to rectify it?

That's it in a nutshell, yes. There's nothing constructive you can do at your end; it needs to be fixed here (it's usually the DB logging rather than the actual DB writes that cause the Error 28 problem). It should be fixed shortly; please be patient.
