Mysql "EXPORT" problem and "Disk full please upload later"

Cant export sql because extremely low download speed

and whenever i try to upload anything via filezilla i get "Disk full please upload later"

Same problem here with database download.
I have been having this problem for over 11 weeks with no resolution or any answer that solves the problem, see:
