MySQl Server Offline

When I try to access my forums I receive the error 1040- Too Many Connections. If I try to go into the MySQL database manager it states "the server is offline". I do not understand how there could possibly be too many connections. If so, can the max number of MySQL connections be increased.

Logic has been killed.
PhpBB seems to report the "Too many connection" error when it's the total opposite since a lot of people aren't connected to MySQL because of the issue with MySQL.
