I get this message every time i try to link my website to a users database in php

[B]Warning[/B]:  mysql_connect() [[URL="http://pcspecialist.pcriot.com/Members/Login/function.mysql-connect"]function.mysql-connect[/URL]]: Host 'starka.x10hosting.com' is not allowed to connect to this MySQL server

can anyone suggest how i can fix this this problem please
