MySQL Too Many Connections Error

I had this problem with my drupal site.
It got more than 100 connections/online users, that resulted my drupal site to go OFFLINE.

My questions are,
are we permitted to have more than 100 mysql connections [by editting some file]?
who knows how?

If you are using free hosting I think you must pay for upgraded (premium) hosting to fix.

The Max SQL connection is set by the admin. (100)
