My site has been down for about 4 weeks due to MySQL being down. I see threads saying that it is back up, but I can't access my site at all. When I log into cPanel, all my databases are there and functioning, but I still can't get access to my site. Please advise as to what to do to fix this.

I've fixed the issue for you.
If someone else is having the same problem, you just need to delete, re-create and re-assing the MySQL user.
