'mysqladmin flush-hosts' Error

Hello Support first just want to say thanks for taking the time to help me with this..ok now on to my issue..

I am getting this error "[Thu Feb 14 22:35:56 2008] [error] [client 8.4.129.117] PHP Warning: mysql_connect() [<a href='function.mysql-connect'>function.mysql-connect</a>]: Host 'foxpawhosting.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts' in "

cPanel user name: nci
subdomain/domain: http://nciadnode.x10hosting.com (In the process of getting it up and running)
hosting package: corporate

Hello i re-opend this because its happenign aagin...would you mind doing the flush again if possbile please..it would be very very much appericated...

EDIT: I just relaized my site is down this is the error: "Warning: require_once(HTML/Template/IT.php) [function.require-once]: failed to open stream: No such file or directory in /home/nci/public_html/inc/ITX.php on line 21

This just started as soon as my PHP version was set to "You now have this current version" before the isntall for it was pending but now its done and its getting this error..which is why i suspect the flush thing happend again.
