Need a php coder or...

Hey everybody.... i´ve been bussy with my mod the last time... i done a layout : www.fsok.tk .... but all i can code is basic html... and then i asked some dude if he could slice me the layout like that... like that i could post news.. the post news all the time down.. ( example: the earliest newws are on the top of the page and the latest news on the bottom of the page)

he sliced it for me... and i asked him how i could code it and he told me something like doing many html files or doing a main php... he cant code it for me cuz hes very busy and he really cant do it now :-\

would anybody here be so nice and code it for me?
