What do you need FFMPEG for anyways? Far as I know File Hosting sites (including clones of sites like Youtube) wouldn't be allowed on Free or Paid Shared anyways.

Sites similar to SoundCloud would be prohibited on free hosting under the ToS anyway as they count as a file hosting service. If you need these sorts of functions you really need to be considering either a VPS or a dedicated server.
