Need help with Wordpress

I installed Wordpress from Softaculous but I can't get it to work. Can you please set it up for me.

MySQL Database: aplus_wp391
User: aplus_wp391
Password: *********

I am new to it all please help me

I am getting an error when I go to: http://aplusarticles.co.cc/wp-admin/install.php

Error:
You don't have permission to access /wp-admin/install.php on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.


I did a search and some people say it's my
mod_sec settings
What can I do to fix this

Try setting permissions of folders to 0755 and of files to 0644.
Delete/Rename .htaccess

I did all that and I still got the same problem.
